Korea International Cooperation Agency (KOICA) is a government agency dedicated to the implementation of the Korea’s Official Development Assistance (ODA). Its mission is to enhance the effectiveness of Korea’s grant aid programs by delivering technical cooperation and development assistance to partner countries. KOICA Ethiopia Office works primarily with the Government of Ethiopia, international organizations, and non-governmental organizations. Activities include implementing projects, providing capacity-building programs to government officials, and dispatching Korean volunteers and advisors to local institutions.

Job Position – Finance & Administration Officer

Required Qualification and Experience
Education:A bachelor’s degree, preferably in the field of finance, accounting or related areas.
A minimum of two (2) years of work experience in related positions, preferably in an international organization.
Languages: English is the working language of KOICA. Full professional fluency in English (written and oral) is required, and knowledge of Korean is an advantage. The candidate’s language skills will be verified during the interview
Basis Monthly Salary:US$500
Final offer will reflect the applicant’s experience, performance potential, and alignment with the organization’s compensation framework.
During the probation period, 90% of basis salary will be paid.

Preferred Qualifications:
Experience in finance, including knowledge of account management, Ethiopian tax law, and VAT refund procedures.
Good computer skills, including Microsoft Office.
Excellent management, communication, and interpersonal skills.
Ability to identify priorities and complete tasks in a timely manner.
Ability to work independently, proactively, and cooperatively.
Demonstrate integrity by modeling the values and ethical standards of KOICA.
Familiarity with KOREA , KOICA or other donor-funded organizations.
Experience working with government partners or regulatory bodies.
CPA or equivalent financial certification is an advantage.
Expert knowledge of or experience in utilizing AI

Functional Responsibilities
The finance & administration officer will be engaged in the overall activities of finance and administration, which include, but not limited to;
Financial Tasks
Work with Financial Manager and assist with financial reporting.
VAT Refund Processing and Liaison with Tax Authorities: Process tax refunds and ensure transparency in the allocation of valid claims.
Follow up on outstanding refunds, false claims, and unclaimed refunds.
Provide assistance in processing bank transfers and ensure smooth execution.
Prepare and manage transfer receipts, ensuring they are correctly filed and scanned for records.
Handle and manage the office’s USD and ETB accounts, ensuring funds are properly tracked and balanced.
Assist with reviewing and finalizing monthly financial settlement processes and ensure accuracy.
Liaison with Designated Office Bank: Engage with the designated office bank to discuss relevant matters, explore available benefits, and oversee banking procedures.
Undertake any other responsibilities assigned by the direct supervisor (e.g., finance work related to the projects, etc.).

Administrative Tasks
Office Supplies Management and Procurement: Oversee the acquisition of office supplies, including collecting necessary documents from vendors (quotations, receipts) and ensuring the timely purchase of required items.
HR Administrative Support: Assist with human resources administration, ensuring smooth operations and compliance with company policies.
Office Vehicle Management: Oversee the administration of office vehicles, including managing fuel cards, monitoring vehicle usage through log sheets, and ensuring proper maintenance and compliance with company policies.
Staff Telecom Management: Oversee telecom services for staff, including monthly payments to Ethio Telecom and maintaining communication with the service provider to ensure seamless connectivity and issue resolution.

Contract Type:
Fixed Term Appointment (contract renewable on an annual basis, subject to satisfactory performance)
The contract will enter into force after the performance evaluation of a 60-day probation period.
