Job Position – Humanitarian Cash Transfer Technical Assistant
Required Qualification and Experience
Education:A university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical discipline.
A minimum of three years of relevant professional experience in emergency response, humanitarian cash transfers and social protection programmes targeting the most vulnerable populations is required, ideally in rural contexts within the region.
Experience at national and regional levels in the effective design, implementation, and monitoring of humanitarian cash transfers or humanitarian response is highly desirable.
Demonstrable professional experience in Ethiopia’s social protection sector, particularly in the
Effective design and implementation of urban and rural safety net programmes.
Strong knowledge of national social protection systems and relevant policies.
Experience working with an international NGO is considered an asset.
Background and/or familiarity with emergency response is considered an asset.
Excellent planning and monitoring skills.

Background:
Client supports the Ministry of Women and Social Affairs (MoWSA) and regional Bureaux of Labour and Social Affairs (BoLSA) in implementing the National Social Protection Policy and the National Social Protection Strategy. This includes the development and execution of tailored Social Protection Action Plans, as well as the overall strengthening of child-sensitive social protection systems in Ethiopia.
BoLSA with the support of Client funding from various donor is currently implementing HCT and child grant programmes targeting vulnerable population across the Oromia region. The multipurpose cash approach is designed to reduce vulnerability, discourage negative coping mechanisms, and enhance the resilience of populations affected by food insecurity in drought-affected areas. This is achieved through a multipurpose cash transfer response that complements other non-cash emergency interventions.
For this purpose, Client plans to hire HCT technical assistant who has experience and interest in Humanitarian Cash transfer for Oromia.
Justification
The social protection portfolio is expanding rapidly in both size and complexity, with increasing donor expectations and demands. Since mid-2020, humanitarian response efforts through the social protection system have continuously expanded, addressing drought and, more recently, providing support to conflict-affected internally displaced persons.
With funding from the FCDO, Client Oromia is implementing an HCT intervention aimed at delivering lifesaving assistance to households affected by drought in ten woredas of the Oromia region. The intervention primarily seeks to improve food security, enhance households’ ability to meet basic needs, and contribute to their recovery.
Given the broad scope of activities across ten implementation woredas within a limited timeframe set by the donor, Client plans to hire an HCT Technical Assistant to ensure the effective and timely implementation of this programme, along with other ongoing initiatives in the region.
Objectives, Purpose & Expected Results
Under the supervision of the Client Oromia Field Office Social Protection team, the Technical Assistant will support the design and implementation of primarily related to Oromia drought response, along with other relevant duties as needed. This role includes providing guidance and technical assistance in planning, implementation, management, and monitoring of cash interventions, as well as post- distribution monitoring, data analysis, and progress reporting. Over the six-month duration, the expected outcomes will include the following. The specific details of the assignment and key deliverables are outlined in Sections 4 and 5.
Effective implementation of shock-responsive cash transfers.
Timely execution of monitoring, any other activities and submission of corresponding reports.
Submission of monthly progress reports detailing achievements, challenges, and lessons learned in the implementation of shock-responsive cash transfers.
Description of The Assignment
The Technical Assistant will perform the following tasks, including but not limited to:
Provide technical support to the Bureau of Labour and Social Affairs (BoLSA) to strengthen integrated social protection systems in Oromia.
Support Humanitarian Cash Transfer (HCT) initiatives in the Orom
