According to the direction of the reform that we set to make the employment of foreign countries strengthen the rights, safety and interests of the citizens and not only partially trained manpower, but also include the deployment of trained manpower and modernized services, the preparation phase has been completed and put into action. . ሚኒስቴሩ ወደውጭ ለሥራ የምልከው ሰው እያጠረኝ ነው አለ
የሥራ እና ክህሎት ሚኒስቴር በዘረጋው የውጪ ሀገር የሥራ ስምሪት ገበያ ላይ ሂዶ ለመስራት ከሀገራት ከሚቀርበው ጥያቄ አንፃር፤ በከፍተኛ ሁኔታ የሚላኩ ዜጎች እጥረት መኖሩ ተገልጿል፡፡
ከመዳረሻ ሀገራት በኩል በርካታ የሰለጠነ የሰው ሀይል ጥያቄን ለኢትዮጵያ እንደሚቀርብ ለአሐዱ የገለጹት፤ በሚኒስቴሩ የሥራ ገበያ መረጃ ስርዓት ፕሮጀክት ፅ/ቤት ኃላፊ ብርሀኑ አለቃ ናቸው፡፡
በብዛት የሰው ሀይል ጥያቄ ያለባቸው ሀገራት በሙሉ ከኢትዮጵያ ሰው ለመውሰድ ፍላጎት እንዳላቸው አንስተው፤ ከመካከለኛው ምስራቅ ኳታር፣ ሳውዲ አረቢያ፣ የተባበሩት አረብ ኤምሬትስ፣ ኩዌት፣ ሊባኖስ እና ጆርዳን እንዲሁም ከአውሮፓ ሀገራት ደግሞ ጀርመን፣ ስዊድን፣ ኖርዌይ እና ፖላንድ በከፍተኛ ሁኔታ ከኢትዮጵያ የሰው ሀይል የሚፈልጉ ሀገራት መሆናቸውን አስታውቀዋል።
እነዚህ ሀገራትም በጥቅሉ በሚሊዮን የሚቆጠር የሰው ሀይል ጥያቄን እንደሚያቀርቡ ተናግረዋል።
ከዚህ ቀደም በዓመት ከ50 ሺሕ ያልበለጠ የሰው ሀይል ወደ ውጪ ሀገራት ይላክ እንደነበር ያነሱት ኃላፊው፤ “አሁን ላይ ቴክኖሎጂን በመጠቀም በመጣው ለውጥ አማካኝነት በትንሹ እስከ 400 ሺሕ ሰው ይላካል” ብለዋል። ይሁን እንጂ አሁን ላይ ሀገራት ከሚያቀርቡት ቁጥር አንፃር ከፍተኛ የሰው ሀይል እጥረት ስለመኖሩ ተናግረዋል።
በዚህም ሰዎችን ለሥራ ከማሰማራት አኳያ ብቻም ሳይሆን፤ ኢትዮጵያም ከዘርፉ ማግኘት የሚገባትን ጥቅም እንዳላገኘች ኃላፊው ተናግረዋል፡፡
ስለዚህም ማንኛውም ሰው በየሙያው ሰልጥኖ ተገቢውን የምዘና ፈተና በመውሰድ፣ የሥራና ክህሎት በሚያዘጋጀው የሥራ ገበያ አሰራር ላይ በመመዝገብ እና በየቀበሌው ባሉት የመረጃ መቀበያ ጣቢያዎች አስፈላጊ መረጃዎችን በመሙላት የእድሉ ተጠቃሚ እንዲሆን ጥሪ አቅርበዋል።
Ministry of Labor and Skills የውጭ ሃገር የሥራ ስምሪት የዜጎችን መብት፣ ደህንነት እና ጥቅም የሚያስጥብቅ እንዲሁም በከፊል የሰለጠነ የሰው ሃይል ብቻ ሳይወሰን የሰለጠነ የሰው ሃይል ስምሪትን የሚያካትት እና የዘመነ አገለግሎት እንዲሆን ባስቀመጥነው የሪፎርም አቅጣጫ መሰረት ወደ አውሮፓ (Sweden and Norway) ገበያ ለመግባት ቀደም ብሎ በተጀመረ ጥረት የዝግጅት ምዕራፍ ተጠናቆ ወደ ተግባር ተገብቷል። በመሆኑም በስምምነቱ መሰረት የተጠየቁ የሞያ ዘርፎች የሚከተሉት ናቸው።
