Job Position 1 – Finance and Admin Logistic Officer

Required Qualification and Experience
Education: BA Degree and above in Accounting and Finance
Experience: At least 2 years relevant experience out of which 1 years experience in an NGO
work Place: Warra Jarso woreda of the Oromia regions

Skills Required, Attitudes, and Attributes:
Team player with excellent financial and communication skills
Knowledge of various donors’ financial policy and procedures
Ability to produce financial statements & reports on time
Good command of MS Package (Word, Excel, PowerPoint, and Outlook)

Job Responsibilities:

Overall Responsibilities:

Working with and reporting to the Finance and Administration Manager, the Logistics, Finance & Administration Officer will be responsible for all financial, procurement, property administration, and Human resources activities within the organization and for technically supporting the co-workers working under the Logistics, Finance & Administration Officer in all such matters.

Ensure properly keeps chequebooks in safe custody.
Effects payment of cheques against receipts/invoices and proper signature of the recipient
Make sure that all financial irregularities observed are timely reported to Finance and Administration Manager
Ensures valid cash receipts/invoices are delivered to finance for all cheques issued to Payees.
Follows up and ensure working advances and pre travel advances are liquidated timely
Ensures that timely fixed assets count is carried out
Perform clearance of long outstanding advances and any variances.
Keeps up-to-date and orderly controlling records of receipts
Participate in the annual physical count of inventories and fixed assets
Sequentially arranges, files and labels financial records in a professional and easily retrievable manner
familiarize organization staffs on financial policies and procedures as well as procurement rules and regulations
Ensure that all financial and procurement transactions are conducted per PAD’s financial policies and procedures and procurement regulations as well as following donor compliance requirements
Ensure that the proper implementation of internal control system and financial policy.
Prepare and submit other regular or on-request financial reports, as per the reporting requirements of office, government agencies and other project funders.

Human Resources activities:
Ensure the proper implementation of PAD’s Human Resources Policy Manual and the Labour Code of Ethio
Prepare Human Resources Planning to ensure sustainable supply of the right personnel
Organize recruitment programs, participate in recruitment and selection of team members as required
Organize orientation programs and introduce new entrants with PAD vision, values, working culture, policies and procedures
Update and maintain all records of staff leave, in their personnel files and ensure that leave is taken as per the plan of the organization
Update and keep files of staff’ history and prepare monthly statistical report
Participate in Human Resources Policy and Procedure manual preparation, updating and other related issues
Maintain staff’s personnel records
Prepare periodic reports on Human Resources related activities.
Ensure staffs performance appraisal is conducted according to the guideline and performance Management cycle of PAD.
Procurement, Logistics, and Property Administration:

Manage procurement activities
Prepare and review specifications and other necessary documents related to local purchasing of materials, supplies, and equipment based on PAD regulations and procedures with the highest possible expected quality;
Ensure that purchases are made in the best interest of PAD taking into account best value for money
Establish and administer contracts and purchase orders to ensure compliance with bid specifications and requirements such as quality of materials and services, payment scheduling, vendor performance;
Establish efficient and cost-effective procurement system based on – procurement regulations and procedures.
Prepares Procurement Plan
Files all procurement documents in an orderly manner for control and reference purposes.
Prepares Monthly procurement status report and submits to the supervisor as required.
Regularly update the Finance and Administration Manager on matters related to procurement.
Ensure that branch office government taxes and fees relating to ownership of PAD facilities are timely paid and the title deeds are timely renewed
Ensure that proper safety and security mechanisms are in place
Makes sure that compounds are always clean and equipment and other property is well arranged to avoid any risks of injury and damages
Maintain fixed asset register and keep a custodian sheet signed by users for property under their custody
Check completeness and accuracy of vehicle log books and record properly
Check the timely fuelling, maintenance and servicing of vehicles.
Make sure daily and monthly vehicle related checklists and reports are used and submitted on time
Handles offices lease agreements and ensures their timely renewal.

Job Position 2 – project coordinator (Technical Manager)

Required Qualification and Experience
Education: BA/MSc Degree or higher in Project Management, Veterinary Medicine (DVM), Rural Development, Agricultural Economics, Animal Science, or related fields.
Experience: At least 7 years of relevant experience, of which 3 years in a managerial position
Experience from working in a Food Security and Livelihoods project implementation position in a humanitarian or recovery context is preferable in the Somali region.

Job Responsibilities:
Under the supervision of the humanitarian program manager and in coordination with thematic leads, the project coordinator has primary responsibility for ensuring that the project activities are implemented in accordance with the project design, sphere, and cluster standards and using existing or developed systems to monitor performance.

Specific responsibilities include the following:
Support the implementation of the project activities, including targeting, registration, verification, distribution, and follow-up, in coordination with the cluster and other relevant stakeholders.
Develop project reports.
Conduct post-distribution monitoring (PDM) exercises, analyze the results, and draft PDM reports.
Monitor the day-to-day implementation of project activities, including the undertaking of regular field visits to check compliance with the work plan and project documents.
Prepare progress and other required reports. Identify and document significant project events, decisions, problems, or deviations, and ensure that project data and information are archived and shared appropriately.
In close collaboration with the field team, coordinate the release and delivery of required materials and items to the respective sites in a timely manner, check the quality of the delivered material, and provide relevant documentation and pipeline projections for planning purposes.
Liaise with counterparts and implementing partners, draft progress reports and other required reports, and ensure that project data and information is archived and shared appropriately.
Regularly visit project implementation sites to gain a thorough understanding of how activities are being carried out and to give guidance to the team on areas for improvement.
Prepare quality reports, which have to be submitted to the government and donors based on their reporting timeliness.
Prepare and submit daily, weekly, and monthly reports and submit them to the project manager on the work progress.
Ensure Sphere standards, both qualitative and quantitative, are considered and any departures documented.
Enforce proper project information documentation using activity monitoring, lessons learned, and modifications done from lessons learned and communities’ feedback on project successes.
Ensure all authorities and communities are kept well informed of the program’s success and challenges, as appropriate.
Assist with any other duties as required by the supervisors and stand by for any call for assistance in any place across the country where a demand is needed.
Familiarize yourself with, understand, and implement, according to your area of responsibility, PAD’s policies and procedures on the mainstreaming of gender, HIV/AIDS, and child protection.
Familiarize yourself with and understand PAD donor compliance issues, specifically the terms and conditions of the donor the program is working on, and comply with them in your area of responsibility.
While conducting training, make sure the training report and the signed attendee list are formally addressed to the program team for a central donor file.
Carry out any assignment given to her or him by the immediate supervisor.

Job Position 3 – Food Security and Livelihoods Technical officer

Required Qualification and Experience
Education: BSc degree in Animal Science, Animal Health, Veterinary Medicine, Plant Science, Rural Development Agricultural Economics or other related fields.
Experience: At least five years of work experience in agriculture sector in local or international NGOs Shebele Zone or Somali region.
Experience in implementing projects related to food security and livelihood-based emergency responses, including agriculture sector activities, animal health service coordination, and voucher-based animal health services.
Understanding of and experience in the Multipurpose cash transfer activites and approaches.
Understanding of and experience in the project implementation techniques, participatory planning, implementation and monitoring basic practices;
Motivated self-starters, able to carry out work independently but also coordinate effectively as part of a team

Job Responsibilities:
Plan, implement, follow up and evaluate food security and livelihood interventions. Conduct baseline needs and gaps assessments and implementation projects according to donor and government agreements with a technical support forms the FSL coordinator. S/he will also ensure that the material and financial resources of the project are well managed together with other team members.
Facilitate the establishment of the Beneficiary Targeting Committee and oversee the beneficiary selection process to ensure the inclusion of vulnerable groups. Manage the registration, verification, and documentation of beneficiary households, and ensure proper handling of complaints through established mechanisms
Plan and execute agriculture related emergency responses, voucher-based animal health service provisions, animal treatment campaigns, distribution of agricultural inputs, livestock ensuring timely delivery and proper documentation.
Organize, facilitate and/or deliver trainings, workshops for agricultural experts and beneficiaries.
Collect and analyze project data, prepare progress reports (daily, weekly, monthly, quarterly, and final), and document project activities and lessons learned.
Engage in stakeholder meetings, manage project information sharing, handle complaints, and ensure feedback is provided. Build and maintain relationships with local authorities and community institutions and ensure the involvement of all concerned stakeholders in the implementation of activities.
Ensure accurate documentation and dissemination of project activities and results.
Ensure project implementation adheres to detailed plans and requirements. Coordinate with the woreda agriculture office and other stakeholders. Represent the PAD organization in local clusters and forums.
Ensure the mainstreaming of gender, disability, and other cross-cutting issues in all project-related activities.
Provide inputs that contribute to the improvement of project effectiveness and the development of new project proposals for organizational sustainability.
Ensure the safety of all organizational assets.
Perform other duties as assigned by the project coordinator and supervisors. In the event of a humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly
In collaboration with other project staff and stakeholders, participate in the preparation of project-related criteria, guidelines, and manuals.
